Drain, rinse then squeeze out excess water. Stir together vinegar, soy sauce, sesame oil, sugar, pepper flakes, ginger, and garlic in a bowl until sugar is dissolved. Add the seaweed, scallions, carrots, and cilantro, tossing to combine well. You may use a different recipe to prepare your seaweed salad, but it will still be quite nutritious and won't make you worry too much about calories in seaweed salad with the recipe. Drain, then squeeze out the excess water.
